Vanadium Producers and Reclaimers Association is managed by Kinghorn, Hilbert & Associates,

Hilbert, a senior partner at KHA, serves as President of VPRA.
John W. Hilbert III,
Esq.
first joined Kinghorn, Hilbert & Associates in 1995. As President
of KHA, Mr. Hilbert oversees the firm client base, client
development, and staffing issues, in addition to advocacy on behalf of
his own clients. Hilbert’s areas of focus include international
trade, environment, defense, and federal appropriations. His
successes include creating an industry coalition of recyclers who
successfully petitioned the federal government to change
regulations to encourage hazardous waste recycling by the refining
industry. Other successes include several multi-million dollar
appropriations for a variety of clients, Congressional victories
on international trade legislation, and successful lobbying of
state and federal agencies on health and safety matters. He has
several articles on public policy matters which have been
published and has spoken to several organizations on the value of
engagement in the political process and public policy. A graduate
of The Ohio State University, Mr. Hilbert previously worked in
Washington, D.C. with the United States Business and Industrial
Council before attending law school at Washington and Lee
University’s School of Law. He received his J.D. in 1997.
As
President of VPRA, Mr. Hilbert will be responsible for and will
utilize the resources of KHA to fulfill the duties described in
the bylaws, as well as all legislative advocacy work, administrative duties, membership
services, and financial reporting.
Christine
Rogala is
a Legislative Associate, and her areas of concentration include
local government, defense, occupational health and safety,
environment, metals, and international trade. Her
responsibilities include directly lobbying congressional
contacts, developing and executing legislative strategies on
behalf of clients, serving as a liaison between clients and
industry coalitions, and writing issue briefings on legislative
and regulatory actions.Previously,
Ms. Rogala served as a legislative assistant for Representative
Phil English of
Pennsylvania
where she advised the congressman on
issues primarily related to the Appropriations, Budget, Energy
& Commerce and Armed Services Committees. In
her more than five years with Rep. English, she also initiated
and guided the congressman's activity involving community and
economic development.Her
other activities on Capitol Hill included serving as the
President of the Congressional Legislative Staff Association.Christine graduated with honors from
Gannon
University
in
Erie
,
Pennsylvania
with degrees in Political Science and History.
William
A. Toyecame
to Kinghorn, Hilbert and Associates after working in Washington
for over a year and a half.He first started here as a research assistant and was
soon promoted to the position of legislative associate.Bill’s responsibilities include appropriations
advocacy,
research and congressional analysis, drafting of background and
advocacy papers, and regulatory/agency review.Bill is a graduate of the Boston College Carroll School
of Management, where he received a degree in management science.
